ML350 Gen10 fan speed issue

I'm using an RTX quadro 6000 on an ML350 gen10. I have been suffering from noise for a year now, when I boot up the server and run GPU BURN for about 5 minutes, the speed of the front fans (FAN 1,2,3,4) goes over 90%.

I have followed many solutions on google to solve this problem but I couldn't solve it. Many solutions said to try with OPTIMAL COOLING so I selected that option till now but there was no improvement. So yesterday I selected Enhanced CPU cooling option and the speed of the front fans is around 30% and it is very comfortable. But today, as the weather is 30 degrees Celsius, the fan speed has reached 90% again. Is there any way to solve this problem?

I think the hint is that only the front fans (1,2,3,4) are running at 90% and the rear fans (5,6) are running at 15%. Thank you.

Hello,

If there are any third party devices, please uninstall them and observe if the fans behave the same way to isolate the issue.
