ML570 G4 reboots instead of shutting down on 2k3sR2

This is weird. I thought it was an anomaly on one server, now I have verified it on 3 different ml570 G4 SAS/p800 servers running 2k3sR2 both 32 and 64 bit. When I tell it to shut down, they reboot instead. I have to manually hit the power button. All firmware is up to date as are drivers. Any ideas???
