Netware 6.5 SP4a Down Server Upgrade Fails with Virtual-CD

When attempting to use ILO Virtual CD-ROM on a Proliant DL380 G3 to do a Netware 6.5 SP4a "down server upgrade", I get an error about 1/2 way through from the Netware installation when it tries to mount the CD-ROM.

Doing a regular Netware install using this method works fine.

Any ideas why?
