If you've downloaded the latest firmware maintenance cd and the latest firmware for this server is on that cd, then yes you can do what you're describing, but otherwise you can't.

the smart start CD is only one option to do the firmware upgrade. Another is to do this from the OS online.
Depending of the generation of your server it's also supportet to do this using a USB stick and boot from this.
It's also no problem to get the floppy version and burn this to a bootable CD (e.g. with ahead nero).

If you just need to update the BIOS, then you can use the online ROMpaq file. It works great (usually) within Windows.
Also, you can possibly use the virtual floppy on the iLo (assuming you have a newer 380 with an iLo). Just create an image of the floppy, conntec to the ilo, specify the image for the virtual floppy (or even the floppy drive with the disk in it) and boot the server.
