Poor Performance using SQL Server 2008 64bit with HPDl120 with 16GB Memory

I am using Microsoft SQL Server 2008 64bit on a HP Dl120 with 16GB memory.

when the server starts all the programs occupy 6GB of memory. Gradually the SQL occupies whole the memory & the performace falls down alot.
