Proliant ML 530 G2 doesn't start after power is restored

Proliant ML 530 G2 with RIB gracefully shuts down after command from APC UPS. Then UPS disconnects power. But after power is restored again, the server doesn't start. Somebody must press the Power button. The newest version of bios is installed, there is no corresponding setting in RBSU.
