Proliant ML350 Gen9 server stuck at power up with health LED flashing red
The power button LED flash green, and health LED flashing red.
Both power suppy LED are steady green.
The pre boot summary is displayed:
Power supply or power backplane detection error

Have you followed any troubleshooting steps? If not, here is what you can do, please open the links and see if the troubleshooting steps mentioned will resolve the issue.

Try with a single power supply at a time.
Remove any unwanted/additional hardware which is not required for booting.

Thanks a lot!
I followed these instructions,. I was able to login to iLo, and find out the following from iLo,
I have two power supply installed, and they both show steady green light. However, iLo said that "Power supplies not installed".
Could this be a problem from power backplane board, or this be a problem on the mother board.
Agentless Management Service Not available
BIOS/Hardware Health Failed
Fan Redundancy Redundant
Fans Not installed
Memory Other
Network OK
Power Supplies Not installed
Processors OK
Storage OK
Temperatures Not installed

If both power supplies are steady green, then it could be reporting issue.
Reset the iLo from iLO web console will fix this issue.
However with reference to initial issue (health LED flashing red), navigate to Integrated Management log in iLO web console and let us know if there is recent critical event logged.
