o RDP 1.4
o Tried with different NIC drivers

Solution
Are you hooked up to a switch that supports spanning tree protocol? This is commonly found on Cisco and other enterprise switches. If you are, then it may be likely that you need to put the client's switchport into portfast mode which disables the spaningtree protocol's discovery on that port, which in a PXE environment will give you a PXE-051 error unable to receive a DHCP address or DHCP Proxy request.
If that isn't it, let us know some more about your network layout, ie what's between the client and the server. Thanks
Pete
