RAS not working

NT seems to see the modems(com1/2). When I call the modems they answer. On the client side I see it is varifing username/password. After a few seconds the call is disconnected(error 650 on win98). This server used to run exchange with 4 modems for RAS. The OS was reinstalled and server brought up as file/print/RAS(BDC).
