Soft Power down with DL360 G2 and Server 2003

Under Windows 2000 I could push the power button on my DL360 G2s and Windows would do a quick but controlled power down. After I loaded (not upgraded) the servers to 2003 (5/14/03 BIOS and PSP 6.30) the power button does not tell Windows to shut down. It will only do a hard power off if I hold it in long enough.

Is this a know problem with PSP 6.30 and Server 2003?

Is this a new "feature" of Windows 2003? Possibly to prevent the server from going down accidentally?

Exactly what I think.

Problem is that I can't find any reference in Technet.
