Both of the controllers you have in your screenshot (E208i and P816i) have firmware versions currently installed that do not allow for the use of the FWPKG type firmware upgrade components. The following is listed on the download page for the firmware you are attempting to use:

Prerequisites:

The pre-requisite is to upgrade FW to 5.61 to enable the PLDM FW update functionality for adapter through Windows/Linux/ESXi smart components, after that you are able to use FWPKG file to directly flash to 6.22 or future released FW versions via iLO without any OS dependency.
