What is ""Initiate ROMPaq disaster recovery procedures" ?

After SPS firmware update process failed, the system won't boot and power LED button light just blinking.

So I tried....

1) S6 DIP switch to ON : won't boot
2) S1, S5 and S6 DIP switch to ON : won't boot
3) Try to reinstall SPS using by iLO : impossible (because maybe it needs system boot.)

Regarding the HPE Tech. document,  "Initiate ROMPaq disaster recovery procedures" can be solve this kind of issue.

Please let mt know what is this procedures.
