What the heck is wrong with the FTP servers for the HP downloads????

Why are the FTP links from the above and so many other HP pages just not working?  (And this is far from a new phenomena, I have been dealing with this issue for YEARS now even on the new blade system.  This also doesn't appear to be company specific, as it happened at a company that is an ISP, it happens at home (via my cable provider) and it happens here at my work location (government).
