Where are the install guides for HPE System Insight Manager SIM software?

All of the links I can find are dead or take me to the old documentation library where it says it has moved to the standard support center.  In the support center I can only find instructions that take me back to the old support center which are dead links.  

I'm trying to simply install it on windows server 2022 with SQL 2016 and tried SQL 2019 and both times the setup.exe file for HPE SIM give me an error "Install Shell" about not being able to connect to the specified host - by short, FQDN or localhost. and make sure I'm up to date on my SQL updates.

Is there a list of pre-req's that I'm missing somewhere?  All updates are installed:

SQL KB4583458 and KB5011644
2022-04 **bleep** .NET and SS2022 updates: KB5012160 & KB5012604

I do NOT have the optional quality update for 2022 KB5012637 installed - I can't imagine that's required for this though?

Anyone have some ideas to try to get past the initial installer screen?
