I've never heard of this issue before, but the first thing I would check is the Voltge Regulator Modules (VRMs), which are little boards assemblies about 4cm x 8 cm, and probably labeled something like "VRM1" on the CPU board. If you have dual CPUs, you can remove one CPU and VRM to see if you can isolate the bad one. Assuming that one is bad. If you have a single CPU, I don't have a good way to debug the problem.
Is the processor in your system of a speed and stepping that is supported by HP?

The voltage regulator is probably the error.
There is only 1 CPU in the system. :(
