OWA date format problem with OEM build SBS 2003 on ML350

I have a few ML350G3s that I look after, one of them had SBS 2003 OEM preinstalled. This server seems to have problems with date formats no matter what I do. All the settings in regional settings and the profiles are correct, but OWA show american date format (m-d-y) instead of d-m-y that we use here in Australia.

I cannot find for the life of me where OWA decides on it's date format... I am sure it is a registry or a profile issue but have tried many things and am still stumped.

No one in the Exchange world seems to understand OWA enough to answer this so perhaps someone here has the answer???
