If cpu's are in slots 1 and 2, you'll need vrm's in slots 1, 2 and 1/2.

SolutionFor 2 CPUs, you just need those 4 VRMs. For 3 CPUs, you'd have to add a 5th VRM in VRM slot 3. And, for 4 CPUs, you'd have to add the 6th VRM to VRM slot 4.
I got this information from the LH3 to LH4 Upgrade Guide, p. 17 (page 21 of the PDF):

The reason is: Each xeon processor requires about 1.5 vrms to run. So slots 1 and 2 share a vrm for the other 1/2 that it requires. Slots 3 and 4 share the vrm in slot 3/4. So, unless you have a cpu in either slot 3 or 4, you will not need a vrm in 3/4.
The documentation says what it does because from the factory, the server is shipped with a vrm in slot 3/4. The reason for this is simple. When you order a cpu upgrade kit from hp, it includes 1 cpu and 1 vrm, not 1.5 vrms.

If you order a 3rd processor, it's the same as the processor you ordered for the 2nd one. Nothing is different.
