Thank God someone managed to find that mysterious HPONCFG.EXE file - couldn't even find a reference to it searching HP direct or through Google.
It's listed on site:
http://h18023.www1.hp.com/support/files/lights-out/us/download/21316.html
but isn't included in the download....

It is a hassle, but you have to go back to the general download page for that product to get the utility and again to get the XML scripting examples.
Here is a link to the lights-out downloads page. From here, you can pick your Lights-out processor and OS to find all of the utilities and scripting examples:
