HP target creation failure with AD iLO Integration

I'm using the HP Schema extended version of AD Lights-Out integration which is working fine. The problem is when I have an admin who is not a domain admin in AD try to migrate an iLO using the migration utility I get the following error when executing the Update directory step:
The specified directory service attribute or value does not exist.
I set this persons credentials to have HP target create/delete permissions on the iLO OU but I get the error. When using a domain admin account the object is created successfully.
Does anyone know what the specific permissions are for creating the objects versus using domain admin privileges?
Thanks
Bill
