Can not download from FTP site VCR manager

Can not download from FTP site VCR manager

Error: unable to connect.

Invalid HTTP status 503 trying to read file remote file ftp://ftp.hp.com/pub/softlib/software2/COL3293/catalog.xml.
Error downloading remote file ftp://ftp.hp.com/pub/softlib/software2/COL3293/catalog.xml to local file C:\Windows\TEMP\wh931.tmp.

I have full access through ASA firewall with no need of a proxy.

Any Ideas ?

I can ftp to the site with cmd and a third part ftp client. Seems to be something in IE that is blocking the access.

The issue was with the ftp being blocked by our barracuda. Even though ie8 was set to not use a proxy, Goup policy still made ie8 used a proxy.
