Can't replicate settings to SIM Server

I've noticed for quite a while that I can't do a lot of tasks targeted at the local SIM server. This includes software/driver/firmware installations and replicate settings.

I'm bright enough to figure out that an update might cause a reboot to the SIM server. At a minimum it should let me check a box to 'allow action against SIM server'.

It's quite a hassle to manually do updates on the SIM server.
