Can't send Pager messages

We installed HP SIM 5.0 on a Windows 2003 Server. We receive the following message if a pager message should be send:

"Timeout waiting for the pager service to start the TAP protocol. Phone: xxxxxxx Pin: xxxxxxx."

We are able to send pagermessages with paging.exe on this server.

Which TAP Protokoll Version (1.x??) is used by SIM 5.0
