cannot install HP Insight Manager because of top tools

I have just uninstalled Insight manager from
our server so that I can install HP Systems insight manager on it.

on runing the executable and clicking install.
I recive the error :

"HP Systems Insight Manager cannot be installed on a system with of top tools."

Any Help with this will be greatly appreciated .
