Cisco phones

Does anyone know of a way to identify non-SNMP enabled cisco phones? The phones have a web interface, but no SNMP.

HPSIM is not going to be able to identify a Cisco phone from a web page.
And you cannot add it as a new device as that uses SNMP.

Do you know if there is any way to script system classifications? I'm mostly trying to find a way to automate getting phones out of the Unknown/Unmanaged.

No, the unmanaged / managed flag is changed when HPSIM discovers a protocol it can use. If it finds a protocol but still can't get access the flag changes to unknown.
You can override the setting on a device basis, but the list is fixed and I'm not sure if there's a way of adding new devices. Phone isn't among them.

I'm mostly looking for some level of automation to change a bunch of devices, so I'll look into scripting mxnode to make changes. I'll post what I come up with.
