How can i great a new CPQHMMD.ACL file? Or change the Password? Or extendet the File with a new user and password?

What kind of application i have to use in hp systems insight manager?

This file is from the Insight agents. The agents have 3 built-in user accounts called administrator, operator and user and cannot be changed. An individual password can be set for each account using the browser.
