crazy firewall problem during discovery

I've been trying to figure this out for days.
I've read the SIM firewall manual, but it isn't helping.

this is the problem:
Discovery can NOT be successful unless i turned off the Public Profile Firewall. I even try as far as enabling port 0-65535 through all the network profile(domain, private, and public) and enabled ICMPv4 on all network profile, but discovery process still can't work unless i turned off the Public Profile firewall off.

Configuration:
SIM server is running 2008 r2
Managed server, server1 is running 2008 R2

PING setting in SIM Server is set to use port 80.(which means i do not need to create ICMP exception on my firewall)

server1 is JOINED TO COMPANY DOMAIN.
server1 has multiple network connection(iscsi, failover) but they are all on a separate private network, not reachable from the domain network. So there is only 1 possible connection from the SIM server, which is through the network that is connected to the domain profile.

Discovery only works when i turn off the Public Profile firewall. again, if i turn it on, and create an exception from port 0-0-65535 that applies to all network profile, it will NOT work.

Can someone please help me?? i'm desperate.

SIM version is: C.06.02.00.00
