CRSM send from SERVER failed

I was wondering if someone could help me. I keep getting this error.

"Unable to send a problem report or a heartbeat from SERVER to the upstream system. Please check log (in logs folder) for details."

I do not know what logs to check to determine what is wrong or what the error is about. Could someone help me to find a solution to repair this.
