Custom VC Support Pack missing ROM's

We've created a custom support pack based on SSD 7.1 but have included all the Online ROM updates for the servers, ilo's and Array controllers we use. The support pack seems fine but when I view a VCA on a server with this support pack applied the ilo and, in this case, the DL380 G3 ROM isn't listed in the Custom support pack. Its picked up that the server has a version of these installed and that the VC Repository has a new version but the Support pack column in between is blank!
It means when I deploy this custom support these online ROM's aren't deployed.
The entries are listed on the Dl380 G3 in a file under VCagent\sm\cache!?!?!?

Any ideas?
