Disk Quota event is not sending emails.

I set the disk thresholds really low to test functionality:
Crit - 25%
crit reset - 20%
warning - 15%
warning reset - 10%
polling interval 120 seconds

I have a Automatic Event Handeler defined as follows:
Task name: DiskQuota
Events: severity is Critical
Systems: system type is Server

Action(s): Send e-mail To:somebody@someplace.com
CC:
Subject:HPSIM Crit Event
Message format:Standard
Encoding:ISO-8859-1

Write to system log

E-mail settings:
E-mail SMTP host: SMTP_SEREVER
Sender's email address: hpsim.someone@someplace.com

I'm not getting any emails.

The 'HP Insight Event Notifer' services is set to automatic but it is NOT running. This is the error I get when I try to start the service: "Windows could not start the HP Insight Event Notifier on Local computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service_specific error code 1."

When I check the System Event Log, this is what I get:

So I follow the link and I don't get much help.

Can anybody shed any light on the subject.
