HP OpenSSH and CTRL-C

Folks,

We are using HP OpenSSH 1.5.4.B on Windows Server 2003.
It was installed from cp004878.exe.

When using an interactive SSH session from a remote machine (using PuTTY or F-Secure) we cannot enter CTRL-C or CTRL-Z

Obviously CTRL-C is necessary for terminating executed applications.
CTRL-Z whilst not necessary is very useful for creating ad-hoc files, such as:
C:\>copy con file.txt
This is what I want in my file
^Z
1 file copied
C:\>

Does anyone have any ideas?
Is there a better forum to post this to?
