HP SIM 5.0 Event Handler - Email Notification Crash

Everytime I try to setup a new management task to email notify an address when any incident occurs I get to the time filter section of the setup wizard and receive an internal 500 Error. I have performed the database checks and restarted the services and continue to have the same issue. This is a fresh installation on Windows 2003.

Internal 500 is similar, but I don't have any previously created jobs to delete and recreate as it is a fresh installation so the jobs should not have been effected by an upgrade of the VMM.

It also doesn't occur on Step 1. It occurs only when setting up alerting using the e-mail option and the 500 error occurs on the time filter page which I believe is step 6
