HP SIM 7.0 Won't Install Agents

Ever since I upgraded from 6.3 to 7.0 I have not been able to install or upgrade any component on a managed server. I have tried it on 2003 and 2008 and it fails or will just sit there with just this on the screen:

Waiting for the required components to be located and copied..
Installing  HP Version Control Agent for Windows ( 7.0.0.900) using component  c
p014783.exe.
Installing  HP System Management Homepage for Windows ( 7.0.0.24) using componen
t  cp014437.exe.

Anyone have any idea why it is doing this or if I am missing something.
