HP SIM changes Windows dynamic port range to 51500 - 65536

After reading this document (pg 28), I thought I understood that HP SIM set aside 51500-65536 for HP SIM services.  During a review of ports and services, for compliance, I discovered that it actually changed the Windows starting dynamic port from 49152 to 51500.  This caused Windows services which normally grab ports starting at 49152 to grab 51500 instead.  Is this the intended result and I'm just interpreting the documentation incorrectly?

Is HP SIM using dynamic ports 49152- 51500 or can I safely set the dynamic range back to starting at 49152?
