HP SIM installation hanging

Installing on SBS2003, installation gets stuck on "Registering Management Tools"
It still responds, just the progress bar is stuck ( on 0%)
Anyone any ideas??

SBS 2003 is not a supported version for installing HP SIM. You need either W2K3 Std. or Ent. Edition.
