HP System Insight Manger can not pager my pager!

I have Insight manager 4.2 installed before, and I setup notification through email and pager, and it works fine, but after I rebuild server with HP System Insight Manager version 5 with SP5, and I can not get paging any more.

Pager informaiton:
Phone number: 9,4167159999
Pin:
Character length: 80
Baund rate: 1200, 7,E,1

All same setting as my old server, but it doesn't work

I also tried to install 3rd party software which can page me with same configuration.

Any idea?
