Incremental MIBS?

I see that the MIB version 7.70 is now available for download. I also see that:
Each version is incremental, therefore all versions should be downloaded in order to get all changes.

Does this mean that anytime we rebuild from scratch, we need to begin with version 6.40A (the oldest listed) and work back up through all versions to get full functionality?

This might explain some issues I am having:)
