Logging, where? Lots of questions, mass confusion.

I'm using HPSIM 4.1 for HPUX. I've setup a custom tool for our 'help desk' staff so they can reset a UNIX user's password without having to know any UNIX. Before I deploy this to the help desk staff I need to know where all jobs get logged so that I can comply with our record retention policy. After reading the HPSIM 4.1 installation and User Guide the only mention of an audit log pertains to setting the Audit Log parameters within the log.properties file. Properties.log does not exist on the CMS. Do I have to create it? Where does it go? Where is the Audit Log? If the Audit Log is inside the postgresql db, how do I peruse it or configure it? Any help would be greatly appreciated!
