Management agents remote alerter agent????

When I send a test trap from a managed server, I would get this error:

Them management agents remote alerter agent has not finished initializing or is not enabled. The test trap was not sent.

How do I enable the remote alerter agent? The Host remote alerter and server remote alerter are in the Active Agents. The managed server has 7.60 agent.

I received this error after reinstalling snmp. I fixed it by cycling the 'HP Proliant Remote Monitor Service' service.
