mxtool & missing java virtual machine?

I try to follow the instructions to integrate HP Web JetAdmin into HP SIM (http://h10010.www1.hp.com/wwpc-JAVA/offweb/vac/us/product_pdfs/wja_sysinsightmgr_technote.pdf) It says that I should use the command mxtool -a -f wja.xml

But I always receive an error message like "Cannot create Java Virtual Machine for mxtool".

I am using IE6 on the CMS and Java JRE 1.4.2. What am I missing here?
