Yes I am logged into the SIM Server box with the user and can do a ODBC connection with the user.

The account must have dbowner permission on SQL server until the install is completed.
Database credentials
During HP SIM installation, the database credentials must have SQL administrator access with
dbowner rights. After installation, these rights can be reduced.
