I'm asking for your advice 1) because you are an HP moderator and 2)judging by your Member status and number of points accumulated, you've got quite a lot of experience!
I called HP (800-HP-Invent) and spoke with Arman and then Sharon from the Blade Team. Sharon suggested that I contact you to see if you might escalate this to your engineering division. So far, my group (supporting 450+ HP/Compaq servers) has recently rolled out approximately a dozen new Proliant servers with 2003, all have the same issue. We have more 2003 servers to deploy in the near future and would like to have them covered by SIM.

I won't take you through every single step, but essentially:
Start --> Run --> MMC
File --> Add/Remove Snap-In --> Group Policy --> [Add] --> [Finish] --> [Close] --> [OK]
Navigate to the key [Console Root\Local Computer Policy\Computer Configuration\Administrative Templates\Network\SNMP]
There are 3 settings in there, Communities, Permitted Managers and Traps for public community. On my system each of them was 'Not Configured.' When I enabled each of them and put an entry in, I no longer had control over the Traps and Security tabs in SNMP Services.
My bet is that there is a policy already set there for you.
I have attached some quick screen shots showing what I did.

Sorry, I didn't mention the group policies earlier. We've previously tried that and can now see/modify SNMP settings both in Services-SNMP-Properties and in the System Managment Homepage, SNMP Configuration. It APPEARS that SNMP is set.
Our problem now is seeing SNMP as a Management Protocol on the servers' System Homepages at our CMS. PMP is also not able to be added to these servers, data isn't being collected, etc.
