Open SSH installation

I'm trying to install OpenSSH through SIM to several hosts .
When I start the job the file gets copied ( I see 3 lines stating the successfully copy )but then Openssh is not installed on the target host . In the STDERR tab I see the following error
"The process cannot access the file because it is being used by another process "

what can be the cause ?
