OpenSSHd service is stalled on Windows Server 2003

Could someone please explain why am I getting the following error in the OpenSSHd.log: "fork_copy: linked dll data/bss pass 0 failed", and the OpenSSHd service is stalled, trying to restart it fails, and the only option left for me is to reboot the CMS?
This is happening every day, the error mentioned above is recorded several times in the log, and I've seen the same behaviour on all Windows Server 2003 machines on which I installed OpenSSH, with the difference that sometimes the restart of OpenSSHd service is successfull.
It is so annoying that all the tasks in SIM 4.2 are based on OpenSSH, which it is such unreliable on Windows Server 2003...
I read the White Paper "Secure Shell (SSH) in HP SIM" and I've followed the instructions on how to "Configure Systems without an 'Administrator' account", because it is a standard policy for us to change the name of the default local admin account, and the fact is that the OpenSSH is working, but not 100% of the time. Can you please help me with this issue?
