I've just done a fresh install of HP SIM on a new Windows 2000 server and when I try to browse to the SIM manager the browser appears to freeze up showing "Please wait. Checking for a java plugin".
I did a custom install of SIM and loaded all of the options including the java when prompted.
The server is an HP DL360 running Windows 2000 Server Standard with SP4.

Thanks Ivan the patch fixed my problem with the java plugin message.
