Problems Starting SIM 4.2

We are receiving numerous MXDomainManager restarts, Event ID 2 and 3, in the Windows 2003 application log.

The security log is showing Object Access audit failures to HP\Systems Insight Manager\lbin\mxdomainmgr.exe.

HP\Systems Insight Manager\logs\mxdomainmgr.xxxx.out shows An error occurred trying to execute the command.
You must be a member of the administrators group to run this command.

We are running the HPSIM service with the Windows local administrator account with SA rights to MS SQL. This issue came up after the SQL transaction log files filled up the SIM installation volumn and were move to a different disk.

Any help will be greatly appreciated.
