PSP 8.1A install failing

We are installing PSP 8.1a on Win2003 servers and are consistently having the following failures:
1. After the install the system management homepage won't launch we then uninstall the homepage from add/remove and then reinstall the homepage (using the cp009280.exe file).
2. The WBEM becomes default setting which we then have to manually change back to SNMP.
