"Please enable TCP/TP protocol" error during SIM installation

I'm trying to install SIM 5.2 on Win 2003 SP2.
After mounting the ICDVD, I select Products -> Install (for SIM 5.2). After clicking Next, selecting to Install and Use SQL Express, and entering the Administrator password. I get the error: "TCP/IP is not enabled for the specified database server. Please enable the TCP/IP protocol."

SQL has not been installed on the system at all. How come I'm getting this error?
