go to http://www.hp.com/go/hpsim and download and install the critical SP1 update and this should correct your problem.

SP1 for the HP SIM 4.0 is already installed

The desktop and menu shortcuts for HP SIM run a simple JavaScript application that checks to see if the HP SIM service is running before launching a browser to connect. During the time it waits, the script displays a box with 'Checking HTTP server status' along with a counter that is the minutes and seconds of the system clock. If the service isn't running, the script attempts to start the service and loops again.

I have seen some situation where the script never gets a positive response that the service is running and ends up in a loop. Try to connect directly by launching the browser and typing the address and port in the address bar just like you would if you were accessing from another server.

Locally open the SIM over the browser isn't possible.
Error: Page cannot be displayed
