SIMS and Insight Control

We are running SIM 6.3.  We purchased ICE licenses for our iLOs.  I am confused how to intall the ICE licenses.  I can't install them on the iLO and when I put the license in Insitght License Manager, I can't assign it to a server.  It says License Manager can't process the license either because the product-specific component has not been installed on the CMS yet or License Manager is not the tool used to assign the license.  According to the license info, it is the tool.  What am I missing so I can get these installed.
