Software Trust Issue

Facts:
HP SIM v5.2 on DL380g2 w/ Windows 2003 SP1
VCRM installed on this workstation.

All managed systems are RHEL 3,4,&5.
I've gone into various systems and set Trust by Certificate and it recognizes the Repository and compares existing s/w to newest version in repository. BUT!!!
Even though all certificates seem to be good, CMS STILL shows a security trust issue for almost ALL servers.

Could it be due to older versions of certain agents or services on these managed systems?
